Q: Is it legal?

A: The Electronic Signature Act of 2000 established electronic signatures as legally binding – with certain exceptions for real estate, etc. - holding the same standing as pen-and-paper signatures. The language of the law reads as follows: "a signature, contract, or other record relating to such transaction may not be denied legal effect, validity, or enforceability solely because it is in electronic form, and a contract relating to such transaction may not be denied legal effect, validity, or enforceability solely because an electronic signature or electronic record was used in its formation."

Q: Is it easy?

A: Member Districts enter minimal employee information online quickly. The system emails the employee with their pass word and directions to log on and fill in the prior district contact information. The Member District’s form is then accessible by the Responding District online. They complete and return the form electronically directly and in real time back to the Member District.

Q: What is the advantage to Responding Districts?

A: It is always at no charge. Once the Responding District logs on with the system generated pass word, they see the prior employee information, the district’s form and all the directions to complete the VOE form. The form has their district’s contact information which may be edited, for later authentication. The form also does basic calculations for hours per day and days worked each year to give requesting Member Districts FTE equivalents. The "signature" may be keyed in or depending on the device, signed with a fingertip, stylus touch screen pen or mouse pointer. They have no paper or postage costs and may store the form digitally for their records and on their secured servers.
